Dr. Phillips was a beloved member of the Maryland State Police. On March 2, 2008, Dr. Phillips passed away unexpectedly after serving as a trusted physician for almost 12 years. He left behind a wife, Debora, and three daughters.
“Doc,” as he was affectionately known, played an active part in the Maryland State Police Critical Response Team. He not only offered physical assistance, he offered psychological and spiritual guidance as well. He was a full time employee of the BWI Fire and Rescue Squad where he served as the Medical Director. He was also a volunteer for the Reisterstown Volunteer Fire Department. He was a lieutenant colonel in the U.S. Army National Guard, Medical Corps, 136th Combat Support Hospital; and was in the Army Reserve Special Forces. He was a lieutenant colonel for the Maryland Defense Force. And most important, he was a loving husband, devoted father, and a friend to everyone he met.
