NASHVILLE, Tenn. (AP) -- A Nashville prosecutor has decided not to charge a Tennessee Highway Patrol lieutenant who was fired after checking information on as many as 182 state employees and private individuals.

Davidson County District Attorney Torry Johnson tells The Tennessean that it's not clear why Ronnie Shirley was running names of mostly women through the criminal justice database. But he says he has no evidence that a crime was committed.

Johnson says charges such as official misconduct or misuse of official information would require evidence showing that a person benefited from it, and he says he doesn't have that type of evidence in this case.

Shirley helped fix a ticket in 2004 for then-Deputy Gov. Dave Cooley, Gov. Phil Bredesen's top adviser at the time. He's appealing to get his job back in the snooping case.
