Quotas are illegal in CA. That being said, the major function of CHP officers is to enforce the laws of CA. Tickets are a part of the enforcement tools available to the officers and are used as a measure to evaluate work performance. Other areas for evaluation are patrol miles, motorist assists, mechanical corrections issued, vehicle storages/impounds, physical arrest, verbal warnings, collision investigations, etc. Sleep

I did have a quota when I worked at the PD, but with the state it is forbidden. The way it worked at the PD was they called it a "Performance Standard". Basically there were several categories:

Self-initiated arrests
Field interview cards
Property/house watches
Total Citations
Moving hazardous violation citations (33% of total citations)

For the traffic unit, they added in alcohol arrests and a couple other things.

The performance reviews were rated 1 through 5 for each category, then when all totaled up, that number represented your pay raise for that year. No patrol officers got above about 3.5%, because if you had any complaints, even if they were unsubstantiated, you got dinged for them.

Anyway, they figured most officers work 260 shifts per year, so to get the top number in that category (a five), you had to write 260 tickets per year (one a day). 33% of your tickets had to be MHVs (speeding, lane changes, etc.) so you had to write 86 of those to get a five in that category.

What this meant was a few things:

* Guys who used to work hard didn't anymore because they were told to
* Guys would work the system by writing 86 moving violations and the rest either parking tickets or "fix-it" tickets, like headlights out, etc. I know a guy who would take off to go write somebody a headlight ticket because (A) he got his stat (B) the light would get fixed because it was a fix-it ticket and (C) it didn't cost the citizen anything as long as they got it fixed.
* We could put 3 charges per ticket, so you better believe if we could find 3, the driver got three. Might as well get your numbers the easy way, right?

It was a piss-poor system, and it's still in effect at my old PD. It's so bad they have since added a quota for the number of abandoned vehicles the officers check because the citizens don't like to see abandoned cars sitting parked on the road.

I could go on and on, but that would get off topic.

To answer your question, around where I work, almost ALL of the cities have some type of quota. If not for the patrol division, the Traffic units have them. Some agencies won't come right out and say, "Write this many tickets," but they'll strongly hint towards it.

As for the Highway Patrol, no quotas. I do know of one state agency that has some weird quotas, but a lot of it pertains to commercial vehicles in that state.

We, also, have a CMV inspection "quota" of 8 per month. (traffic Troopers) However, there is no quota for fix-it-violations or CFR/local citations, only the 8 actual inspections.

Usually, the less motivated Troopers will wait until the last day of the month and conduct 8 half-@ssed inspections, which doesn't do anything, but waste everyone's time.

Personally, I don't mind inspections. There is always something wrong with a big rig, if you look hard enough.

We had the same problem of people waiting until the end of September (end of the federal fiscal year) to get their 50 trucks, so now they SUGGEST you do 12 per quarter rather than cram them all at once...but people still do.

No quota here but we are 95% traffic enforcement. So if you arent writing tickets/warning/repair orders what exactly are you doing while at work? Wink
