So unfortunate (and dumb) that departments fall into this trap. You have so many variables between beats, times of day, types of traffic, types of road, and what the heck else is going on in the officer's day.

As a sergeant, if I had an officer on a wide-open interstate known for high speed, and she/he went a month with no accidents, no crimes and nothing else going on for the entire month and he came in with few tickets, I'd have to wonder what the heck he had been doing. Even if he was going down to the next busy beat and assisting with wrecks, that was something.

Conversely, if I had an officer on a nightmare beat with a high level of drunk drivers and accidents, I'd hardly expect very many citations out of him/her.

I had no problem evaluating them equally, based on their work, not on the number of citations.

It's when supervisors/managers don't want to put their little brains to work in the evaluation process that they come up with silly things that sound like (or are) like quotas.

My SGT says, "Justify your existence."

Unfortunately, there has to be a standard. If you can't develop a standard, how can you effectively gauge an employees' productivity? How can a supervisor council/terminate a lazy employee without justification? It's a catch-22.

On the other hand, with so much going on on the highways, everywhere, all the time, I can't think of a good reason why a Trooper would have nothing to show for a shift. I patrol rural, two lane US and State highways and consistently outperform my Interstate brethren. The minor traffic violations, DUI's and dope are always there. I know if I can find it out in BFE, anyone can.

I do agree with the SGT above. Some Troopers (would you Cali guys get on the same page and call yourself Troopers? For God's sake, it's SUPER TROOPERS not SUPER OFFICERS! hee hee) respond to calls for service all day, whereas others can be proactive and find something to get into. If a Trooper can't show anything for his time, what good is he doing? "I was showing the door to the motoring public," is not a good answer!
